I have Windows 2003 Server (Enterprise Edition) on one of my PC's at home. For some reason, when using IE (vers.6.x), the animation of the "smiley's" (animated pics)in the c.vbios.com chat (shameless plug  ) is not animated ...I have set the security default level in IE on the lowest possible setting, plus I enabled all the custom level settings - and still the little guys are not moving ...My gut feeeling is that it is some registry setting that comes default with Server OS, to make it more secure.

I think, I've found solution for your problem.
Go to: Tools -> Internet Options -> Advanced -> scroll down to multimedia -> check "Play animations in web pages"

I'm not sure, because I use Win XP pro, but I've heard it function have been disabled in Windows Server systems for security considerations.
